Merseytravel is seeking to procure a fleet of modern third rail electric vehicles for operation on the Merseyrail Electrics (MEL) network and develop appropriate depot and stabling strategies.Much work has already been undertaken in developing the business case and the suite of documents that will be required in order to carry out a successful procurement. Merseytravel now needs to procure a multi disciplinary engineering consultancy work to develop the project further.To date as the skills are not held in house, technical work has thus far been undertaken externally and a multi-disciplinary engineering consultant is now required to develop this further. The remit will include review and further development of the project's technical specifications, participation in the technical bid evaluation and may be extended into the contract delivery phase to participate in design reviews, oversee manufacturing/construction, witness testing and support the acceptance process.Project Deliverables— Complete definition of scope of project— Production of full technical specifications for all aspects of 5 elements of work; ie, Rolling stock, Depots, Infrastructure, Maintenance and Concession Development, including:o Infrastructure scoping documentationo Maintenance scoping documentationo Health and Safety documentationo Approvals strategyo Quality documentationo Environmental Impact Assessmento Environmental/Sustainability Strategyo Systems integrationo Support in technical evaluation of prospective bidso Evaluation of engineering/design review processo Witnessing testing of rolling stocko Acceptance processo Other necessary support as the project developso Potentially the remit may include activity in the capacity of a Notified Body (NOBO, Competent Person, or Designated Body (DEBO).
