Environmental services contract for Bracknell Forest Council. It is anticipated to consist of 3 'Lots':
• Lot 1: Waste Collection
• Lot 2: Street Cleansing and Grounds Maintenance (including Tree Management)
• Lot 3: Town Centre (the Lexicon) Cleansing
Even though it is anticipated that the procurement will be split into 'Lots', the Council will have the option to combine multiple 'Lots' into a single contract if a supplier wins multiple 'Lots'.
Waste collection is a statutory service and it also supports the Council Plan in the green and sustainable environment objectives of getting residents recycling correctly and helping towards meeting recycling and landfill reduction targets.
Street cleansing and grounds maintenance are part statutory; they both support the duty of the Highway Authority to maintain a safe highway network. Both services also support the duty of the local authority to maintain a clean environment which is a statutory duty under the Environmental Protection Act 1990.
The grounds maintenance service does also support the Council's work on improving biodiversity on grassed areas such as roadside nature reserves and in managed meadow grass areas. These fulfil objectives in the Council's Biodiversity Action Plan and the Bracknell Forest Local Plan 2020-2037.

Anticipated term of contract(s): 8 years with the option to extend for up to a further 8 years.
Engagement
Overview Bracknell Forest Council (BFC) is preparing to commence a procurement process for the provision of Environmental Services. The Council intends to structure the procurement into the following Lots: • Lot 1: Waste Collection • Lot 2: Street Cleansing and Grounds Maintenance (including Tree Management) • Lot 3: Town Centre (the Lexicon) Cleansing While the procurement is expected to be delivered through individual Lots, the Council reserves the right to combine multiple Lots into a single contract in the event that a supplier is successful across multiple Lots. The formal procurement process is anticipated to commence in June 2026, at which point interested providers will be able to formally express their interest and participate in the tender process. Anticipated Procurement Launch: June 2026 Anticipated Contract Start Date: 1 October 2028 Anticipated Contract Term: 8 years, with the option to extend for up to a further 8 years Market Engagement Activity As part of our market engagement, BFC is running a series of activities to: • Raise awareness of the upcoming opportunity • Share early information on the procurement and contract model • Provide an opportunity for suppliers to ask questions and seek clarification This engagement is for information purposes only and does not form part of the formal procurement process. 1. Supplier Information Sessions (via Microsoft Teams) The Council will host a number of online information sessions to introduce the proposed procurement / contract model and answer supplier questions. Each session will cover the same content. Session Dates (2:00 PM – 3:30 PM): Thursday, 6 November 2025 Thursday, 13 November 2025 Thursday, 20 November 2025 Please note: Suppliers only need to attend one session. Responses to relevant questions raised during the sessions will be consolidated and shared with all interested providers after the final session. Bracknell Forest Council Commercial Centre (Depot) Tours – In Person BFC will also be offering site tours of the Bracknell Forest Commercial Centre (Depot), which will serve as the operational base for the successful provider(s) of Lot 1 and Lot 2. These tours offer an opportunity to view the depot facilities and ask relevant questions. Any questions and answers from the tours will also be consolidated and shared with all interested parties after the final tour. Depot Tour Details: • Time: All tours will begin at 2:00 PM and are anticipated to last for approx. 1 hour • Group Size per organisation: Max 4 individuals per organisation. • Organisations per Tour: Anticipated maximum of 3 organisations per tour (although this may be increased dependent on the level of interest). The deadline to book onto a tour is Monday, 17 November 2025 Confirmation of tour dates will be communicated by: Thursday, 20 November 2025. The market engagement activity is designed to inform the market only. It does not constitute a formal procurement process or a call for competition under the Procurement Act 2023.
