This voluntary notice relates to arrangements governed by a proposed Forward Funding Agreement (‘FFA’) between Warrington Borough Council and English Cities Fund (acting by its General Partner, ECf (General Partner) Ltd) (‘Developer’) relating to the funding and development of a new office building known as Plot B7 New Bailey Square, New Bailey, Salford and has been issued on the basis that such arrangements fall outside the remit of Directive 2014/24/EC for the reasons set out under section II.2.4) and Annex D1 of this notice.
