GMCA 1147.1 Call off Biowaste Framework

In March 2024 GMCA approved the Biowaste Management Strategy . One strand of that strategy was to secure capacity for the treatment of Biowaste from April 2026. GMCA was asked to:   1. Approve the commencement of the procurement process for biowaste treatment contracts for the period June 2026 to March 2034. 2. Delegate authority to the GMCA Head of Paid Service in consultation with the GMCA Treasurer and the Portfolio Lead for Green Cities to approve the award of contracts under the biowaste framework. 3. Delegate authority to the GMCA Monitoring Officer to complete all necessary legal agreements for the Biowaste treatment contracts. 4. Approve the market testing exercise as set out in the biowaste strategy at section 4.0.   In the spring of 2025, the process to procure Framework contractors began (GMCA 1147). This invitation elicited responses from companies offering the use of nine facilities nationally. All of the companies achieved the standard required to be placed on to the Framework (these being associated with having the necessary permits and permissions for operating regulated facilities and compliance with GMCA requirements).
