(Update — this invitation to tender has been withdrawn). The Independent Monitoring Agent (IMA) will undertake independent verification of the Afghanistan Investment Climate Programme (AICP) to provide assurance that it can deliver results, effectively manage fraud and fiduciary risks, and do no harm in a conflict affected environment. The IMA will required to undertake field-based monitoring nationally and in all the provinces where AICP works. The IMA will also be required to carry out context monitoring and analysis to better understand the wider environment in which AICP is being delivered, and the interactions between the programme and the context.
