Descriptions
As part of its Quality and Effectiveness Framework for post-16 learning, the Department for Education and Skills (DfES), on behalf of the Welsh Ministers (The Client), wishes to commission an organisation, or organisations, to plan and deliver an annual learner survey, covering all Welsh providers of further education (FE), work-based learning (WBL), adult community learning (ACL) and Welsh for Adults (WfA). The tender has been divided into two ‘lots’; organisations can tender to deliver either of the lots, or both. If separate contractors are appointed for each lot, they will be required to work closely together and ensure that effective communication systems are in place, in order to establish a seamless overall learner voice programme.
