Oxford University Estates Services are responsible for the learning and research buildings of the world's leading University. The estate comprises over 350 buildings, ranging from historic Grade 1 listed libraries to world-leading modern science facilities and buildings from every era in between. Estates Services support the work to deliver the strategy for the University's mechanical and electrical infrastructure and systems in line with the Mechanical & Electrical Design Philosophy documents, which in turn supports the activities of the wider University. They also support the Capital Projects team in delivering the next generation of buildings and the Sustainability team in their Environmental Sustainability Strategy that aims to get the University to net zero carbon emissions and biodiversity net gain by 2035. The purpose of the Mechanical and Electrical Contractors Framework is to enable the University of Oxford Estates Services a fast and efficient method of procurement for mechanical and electrical projects and associated works building the infrastructure behind world-leading research and teaching.

Engagement

This stage forms part of the Market Engagement activities between prospective Suppliers and the University of Oxford (the University) to understand Supplier capacity, capabilities and innovation regarding the procurement of a Mechanical and Electrical Contractor Framework. Please note there is a Supplier Briefing Event on Tuesday 10th February 2026 at 10.00am in person in Oxford (location TBC and confirmed upon registration). This event provides an opportunity to engage early, share insight, help inform our future procurement approach and hear directly from our Estates team. Please register your interest in the Market Engagement activities and the Supplier Briefing Event via the University of Oxford GEP SMART Source-to-Contract (S2C) system. Access to the University of Oxford GEP SMART Source-to-Contract (S2C) system. Please use the following link to access the GEP Sourcing Public RFx Workbench to allow you to participate. https://quantum.gep.com/UnivOfOxford/anonymous#/rfx_workbench_public/UnivOfOxford Suppliers with an existing login to the GEP SMART Source-to-Contract (S2C) system can access the Public RFx by clicking on Login, which will redirect them to Business Network page where they can login using their credentials. New Suppliers will need to click on Register where they will be redirected to Business Network page to create an account. Please note that the University of Oxford confirms that it is not currently a Contracting Authority within the meaning of the Procurement Act 2023.
