This project is part of Reach the Heights, a European Social Fund project.Reach the Heights aims to strengthen the position of young people in Wales between the ages of 11 and19 in relation to opportunities for learning, advice, support and guidance, including those who are not in education, employment or training, or are at risk of not becoming so. In February 2009, Reach the Heights was awarded up to £27 million from the European Social Fund to support two projects First Footholds and Routes to the Summit.This project falls under Routes to the Summit, which aims to raise the skills and aspirations of young people aged 11-19 years. The project delivers against Priority 1 Theme 2 of the Convergence European Social Fund by providing enhanced information, advice, guidance and support for young people through a wide range of opportunities for gaining skills useful for learning and employment.CMW will contract organisations working with and seeking to engage with young people not in education, training and employment (NEETs) and those at risk of becoming so to run music engagement activities.This must be meaningful intervention so requires engagement of 10 hours or over. It must be based on participatory music activity (beneficiaries must take part in the music making and not merely observe), where music is used as a tool for engagement with the group.Summary of potential services:• Remove barriers to participation by raising confidence and motivation and improving generic skills such as communication, team working, motivation, problem solving etc.• Qualifications gained• Improve individual skill levels• Help to tackle underachievement by young peopleThe applicant will be expected to-• Ensure firm progression routes for participants with links to further preparation for mainstream activity or mainstream activity itself.• Give all necessary consideration to Health & Safety issues.• Give the necessary consideration to the safeguarding and protection of vulnerable people and young people under 18 by using Criminal Record Bureau checks as appropriate.• Provide evidence of their methods of engaging with the particular client group.• Demonstrate how the activity they propose is different from that provided by mainstream activity available and, that it will provide measurable positive outcomes.The applicant will also need to set out clearly –• Their experience in delivering successful projects with this group.• Their ability and capacity to ensure that a programme of opportunities is offered.• Delivery, output and financial profiles detailing the number of people they would expect to support.• A breakdown within the tender of the costs for the administration and co-ordination of the programme.Participants will be aged 11 to 19 years old and resident within any or all of the local authority areas indicated. Which are Gwynedd, Conway, Denbighshire and Anglesey.Participants must be either designated NEET (16-18 year old, and not in education, employment or training) or at risk of becoming NEET.
