Descriptions
Electoral administration and registration in Northern Ireland is managed centrally by the Chief Electoral Officer for Northern Ireland (CEO). The CEO is both the Electoral Registration Officer and Returning Officer for all elections and referenda in Northern Ireland. EONI currently operates a computerised Electoral Administration system which consists of integrated registration and election modules, both of which are crucial to meeting the CEO's statutory registration objectives and business needs. This tender exercise is to replace the current system and ensure EONI continually has an Electoral Administration system to deliver on legislative and core business requirements and to achieve value for money. The complete system must be fully operational by 30.9.2016. This tendering exercise will initially establish a 4 year contract with options to extend for 2 additional periods of 3 years subject to a review and satisfactory performance assessment by EONI after each period.
