North Northamptonshire Council intends to procure a new operational fleet to replace an estimated 300+ vehicles currently in service. The fleet will support a range of frontline services including waste collection, housing repairs, and facilities management. North Northamptonshire Council are looking to carry out Pre-Procurement Market Engagement (PPME) in relation to the Council's upcoming procurement for its operational fleet and maintenance requirements.

Pre-Procurement Market Engagement Notice - Fleet 2027 Procurement Online Teams meeting scheduled for Tuesday 3rd February from 13:00-14:00. Please email procurement@north.northants.gov.uk for details of how to join. North Northamptonshire Council (here after referred to as 'the Council') are looking to carry out Pre-Procurement Market Engagement (PPME) in relation to the Council's upcoming procurement for its operational fleet and maintenance requirements. The Council estimates that approximately 300+ vehicles will be required including small vans, 3.5t and 7.5t vehicles, RCVs, street sweepers and specialist plant'. However, it is anticipated that this number is likely to change whilst the Council continues to review its requirements. The Council will consider any feedback received to help inform the Council's options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process, and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any provider participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any provider at an advantage in a potential procurement process and participation will be at each organisation's own cost. No expense in responding to this PPME will be reimbursed by the Council. The Council is carrying out this stage to seek further advice and opinions from the market to help inform the Council of available costing models, mobilisation periods and potential vehicle lead times. The Council are also looking to engage with the market to establish appetite, vehicle solutions, alternative fuels, cost cycle provisions and any further feedback that may support the Council. The format of the pre-market engagement will be in the form of an online Teams meeting which is scheduled for Tuesday 3rd February from 13:00-14:00. As a potential supplier, if you would like to attend the pre-market engagement meeting, please send an email with the title 'Fleet 2027 Procurement PME' to; procurement@north.northants.gov.uk by 5.30pm on Monday 2nd February 2026. The details of how to attend the Teams meeting will then be shared. The format of the Teams meeting will be in the form of a presentation by the project leaders. Following the meeting, a list of pre-market engagement questions will be circulated. The questions should be returned by email to procurement@north.northants.gov.uk This is an information gathering exercise only to support a potential procurement exercise and to establish a market appetite.
