Operational Research and Testing of Strategies for the Evacuation of Occupants from High Rise Buildings Involved in Fire

The Home Office is seeking to commission the research of scientific evidence to assist in the production of operational guidance for Fire and Rescue Services (FRS) in relation to strategies to support the evacuation of occupants from high rise buildings involved in fire. The research will seek to establish by examination and practical evaluation the most effective means of evacuating such buildings and analyse public understanding of existing fire safety measures, by conducting a robust survey of residents and building users, to better understand the efficiency of different evacuation strategies for such buildings. As such, we seek to appoint a supplier (or suppliers as part of a consortium bid) to undertake this research and testing. The research will examine and test a range of operational tactics and produce a report to support the recommendations that arise from the Grenfell Tower Inquiry and the Hackitt review. The appointed supplier(s) will be supported to access subject matter experts to capture experiential evidence and produce report into revised evacuation strategies.
