Preliminary Market Engagement Notice - Supporting Holocaust Survivor Testimony in Teaching

The purpose of this PIN is to initiate market engagement. It is not being used as a call for competition. The PIN is intended as an information-gathering exercise. The Prime Minister has announced an ambition that, as part of their education, every student in the country should have the opportunity to hear a recorded Holocaust survivor testimony. The Department for Education has allocated up to £2m for financial year 2025-26 to support this work. The Department envisages that the programme will include the component parts below: • Development and roll-out of a resource pack supporting schools to use survivor testimony effectively in their teaching. This will provide assembly and lesson guidance, and use survivor testimony from the wide array of existing resources available from expert organisations; • Provision of Continuing Professional Development/in class-help to support schools to use testimony effectively; and • Encouragement of further development of AI/VR resources relating to survivor testimony. We aim to do this by: - including in the resource pack guidance and help on how to best use this form of emerging technology within Holocaust education, and support schools to be sensitive to the use of such technology in the teaching of the Holocaust as per the IHRA conference recommendations on use of AI in Holocaust memory; - signposting to current high-quality provision; and - supporting schools with the hardware needed to access such software programmes by buying VR headsets that they can use. The purpose of this early engagement notice is to notify the market of the Department’s intention to establish this programme to support use of Holocaust survivor testimony in teaching. The Department will be seeking organisations with the capacity and experience to implement and start delivering quickly on this programme. An online supplier market engagement event will take place on Tuesday 6 May 25, 14:00 - 15:00. This market engagement session will provide an opportunity to engage with expert providers and organisations on Holocaust education and also on use of new technology in this area. Information regarding this session will be sent to those who register their interest on our e-tendering portal Jaggaer, https://education.app.jaggaer.com. This notice is a zero value PIN for early market engagement. It is for information only and is not a call for competition. The Department for Education reserves the right not to enter a formal procurement process and not proceed with contract award.
