The aim of the further competition is to ensure that HEE is able to put in place a service that is cost effective and efficient in supporting its organisational goals whilst ensuring value for money. The HEE requires the provision of Public Health Practitioner Portfolio Development Writing Sets and support to Cohort 8 of the West Midlands’ Public Health Practitioner Development Scheme to the specification and scope as outlined below. Current process in place: The primary objective of this procurement is to maximize the number of public health practitioners in the West Midlands gaining registration with the UKPHR at practitioner level, building on the experiences of cohorts 1 to 7 of the established West Midlands’ Public Health Practitioner Development Scheme. The HEE wishes to enable potential registrants to the UKPHR Public Health Practitioners’ Register to complete and submit their portfolios as quickly and as easily as possible. It aims to simplify the process by: •Establishing practitioners’ training needs and then commissioning training and development opportunities to meet the identified competences for registration •Commissioning sufficient support and training in portfolio development and preparation to enable practitioners to compile their evidence and produce their portfolio in a reasonable time period •Offering opportunities for peer and group support for practitioners undergoing the registration process. Building on the learning from previous cohorts, the provider will: •Ensure that the optimum number of potential registrants is identified •Raise awareness and understanding of the requirements for successful registration •Assess the readiness of staff expressing an interest in registration to make an application to the register •Support potential registrants in developing a portfolio of evidence against the UKPHR Practitioner Standards, through delivery of all-day portfolio writing sets in central Birmingham (for up to approximately 50 public health practitioners e.g. 10 learning sets of 5 people meeting 3 or 4 times) over the period October 2016 to September 2017 •Support the training of local assessors through leading quarterly meetings of the Assessors’ Learning Network •Provide guidance to individual public health practitioners on preparation for registration •Keep potential registrants informed of the portfolio process via a range of means (e.g. meetings, workshops, via email, telephone) •Provide regular activity reports and learning set evaluation to the HEE to optimise practitioners’ portfolio development progress and maximise opportunities for securing funding for future learning and development support for this group of staff It is anticipated that this work will be done via email, telephone and face to face sessions (either group or one-to-one, in central Birmingham).
