To establish a flexible purchasing system that enables the council to call off contracts for the following; 1. older people's short term placements 2. older people's long term placements 3. older people's respite placements 4. older people's specialist placements 5. As 1-4 for working age placements 6. rapid hospital discharge services 7. miscellaneous provision, for example block contracts to manage winter pressures, intermediate care placements (spot), transitional placements, designated beds (as required by DHSC during Covid).
