The Restoration and Renewal Delivery Authority Limited (the Delivery Authority) is responsible for planning and carrying out the extensive and necessary work to refurbish the Palace of Westminster. The Palace of Westminster is part of a UNESCO World Heritage Site, and one of the most recognisable buildings in the world.

The Delivery Authority has been established for the purpose of restoring and renewing this Grade 1 listed building to preserve it for future generations. This work forms the Palace of Westminster Restoration and Renewal Programme (R&R Programme), a unique opportunity for suppliers to contribute towards restoring part of the Westminster World Heritage Site and home of UK Parliament.

The Delivery Authority is planning to conduct a procurement process to appoint three strategic partners to support the R&R Programme across three Lots:

1. A Design Services Partner to undertake design services.

2. An Integration Partner to oversee, manage and integrate the R&R Programme.

3. A Construction Partner to support the development and completion of the design, procure and manage the supply chain and undertake and manage the works.

Each appointed strategic partner will be expected to work collaboratively to achieve a "best for programme" approach to deliver the R&R Programme. Each partner will enter into its own NEC4 based contract as well as an Alliance Agreement with the Delivery Authority, both of which will remain in place for the duration of that partner's input to the R&R Programme.

This pipeline notice is published on a voluntary basis to assist transparency as the Delivery Authority does not expect to meet the required total spend threshold in the next financial year so as to trigger a requirement for a pipeline notice pursuant to Procurement Act 2023 section 93.

The procurement of the Restoration and Renewal Strategic Partners and publication of any associated notices is subject to further decision making by the House of Commons and the House of Lords. Owing to the scale and complexity of the R&R Programme, the start and end dates (and duration) of the planned contracts and alliance agreement cannot yet be confirmed, and are subject to further planning and market engagement.

Further details of the Delivery Authority's requirements will be included in subsequent notices and documents to be published in due course.
