River Colne Constructed Wetland Outline Design and Feasibility

Descriptions

This tender will encompass the following activities.

1. Topographical, hydrological, sediment and water quality surveys to understand the through-flow regime, likely input quality and quantities for a range of surface water run-off conditions.

2. Strategic investigation of on-site ground contamination and suitability of existing sediments for re-use or to allow identification of requirements for disposal (including Water Regulations (WR), Waste Management (WM3), and Waste Acceptance Criteria (WAC) as needed).

3. Biodiversity Net Gain assessment and Preliminary Ecological Appraisal highlighting lessons learned from the historic wetland design where evidence exists.

4. A multi-criteria options appraisal matrix to record and assess relative costs and benefits of a variety of sub-options and approaches to determine an evidenced preferred option.

5. Lead a stakeholder workshop and consultation exercise.

6. Provide appropriate information design to support discussions with stakeholders including reference to options for sediment movement volumes, space for sediment drying / processing area, gravel quantities / sourcing, water volume and retention requirements for functional filtration and water quality improvements, options for widening boundary onto playing fields if needed, etc re design and permitting constraints.

7. Develop the preferred option into a more formalised and feasible outline design that can be used in wider consultation and in early permitting discussions to enable an iterative design process and clearly specifies the required detail going forwards.

8. Identify the requirements for gaining consents.

9. Create / initialise necessary documentary evidence and applications for consents to build, using approved outline designs.

10. Attend regular meetings with the project manager and external stakeholders (as agreed) to inform design process. See detail in section 4.

11. Include detail of the likely management and maintenance requirements post construction to ensure sustainability and longevity of the constructed wetland. To include description, scale and optimal frequency of necessary ongoing maintenance activities where relevant.
