The Provision of Confined Space Management Services (6237/26)
Descriptions
The provision of specialist confined space management and rescue services across Guy’s and St Thomas’ Hospital sites, including planned and emergency confined space rescue cover, standby teams, safety equipment provision and maintenance, risk assessments, rescue planning, and performance reporting.
Engagement
The Authority is considering the future procurement of a confined space management and rescue service, which may include, but is not limited to: • Planned confined space rescue cover within live hospital environments • Emergency response provision (24/7) • Supply, management, and maintenance of confined space rescue equipment • Confined space surveys, risk assessments, and rescue planning • Compliance with applicable UK legislation, guidance, and NHS estates requirements A draft specification has been developed and will be provided for the purposes of market feedback only. The final scope, structure, and contractual approach have not yet been determined The Authority’s current intention is to procure this requirement using an Open Procedure under the Procurement Act 2023. As part of this Preliminary Market Engagement, the Authority is seeking high-level, non-binding market feedback to: • Assess the level of market interest in a future procurement of this requirement • Test whether the proposed Open Procedure is appropriate, proportionate, and likely to support effective competition and delivery • Seek feedback on the draft specification, including its clarity, completeness, and practicality. Respondents are invited to submit narrative feedback, limited to a maximum of two pages as per the details listed further below, addressing the following: • Whether their organisation would be interested in bidding for a future opportunity of this nature • Any factors that may encourage or discourage participation, including scope, scale, contract duration, mobilisation requirements, or commercial structure • The suitability of an Open Procedure • Any material risks, assumptions, or constraints the Authority should consider if proceeding under an Open Procedure • Feedback on the draft specification, including: • Areas that may benefit from clarification or adjustment • Any gaps, duplications, or over-specification • Additional scope items suppliers consider necessary for the successful and safe delivery of the contract. Feedback will be used solely to inform the Authority’s internal considerations and governance decisions. The Authority reserves the right to confirm or revise its intended procurement route, scope, and structure following consideration of market feedback and internal approvals. • Participation in this PME is entirely voluntary • Participation or non-participation will not disadvantage any supplier in a future procurement • Responses will not be scored, ranked, or used to shortlist suppliers • This engagement does not constitute an expression of interest process How to respond: • To express your interest and to receive a copy of the draft specification, please respond by emailing candrews@ecovategroup.com. • The completed feedback must be submitted back to candrews@ecovategroup.com by no later than 12:00 on Tuesday 10th February 2026
