Treatment of South Lanarkshire Council’s Municipal Residual Waste
Descriptions
South Lanarkshire Council (SLC) currently operates a contract for the treatment of its Municipal Residual Waste (MRW) collected from its Waste and Grounds Operations, with the initial contract period due to expire within the next 18 months.
The purpose of this PIN Notice is to inform the Council about alternative treatment options that may be available with regards to:
(i) Current and future capacity at EfW facilities;
(ii) Availability of waste transfer infrastructure;
(iii) Treatment costs;
(iv) Waste acceptance protocols;
(v) Waste pre-sort requirements;
(vi) Future plans to limit liability under the Emissions Trading Scheme (EMS).
Quantities of MRW
Facilities are required for the receipt and treatment of up to 90,000 tonnes per annum of MRW collected by the Council. Contract waste is from households and street litter bins.
Additional Information
To aid the Council in determining how to proceed, the Council has attached a short information gathering questionnaire to those parties who formally record a note of interest in response to this PIN Notice.
Notes of interest should be submitted by no later than Friday 17th October 2025.
In the event the Council wishes to pursue a new contract for the treatment of its MRW, the contract requires to commence on 1 April 2027.
