The services are required of an external M&E consultant with specific knowledge, skills and experience relating to Irish Aid funded Public Engagement (PE) and Development Education (DE) programmes of work. The particular body of work covered by this Request for Tender document relates to Irish Aid’s new Global Citizenship Education (GCE) stream of the new A Better World fund 2023 – 2027. As part of the application to the fund, Trócaire will need to develop a monitoring and evaluation (M&E) system to support the tracking/analysis of progress at the outcome level of the PE and DE programmes. This system should be aligned to Trócaire’s organisational approach to monitoring and evaluation and build on the learning and recommendations on using a results-based approach in PE and DE in the current Irish Aid fund.
