The Project is intended to grant a concession giving exclusive access to land owned by the Welsh Government alongside the motorway and high speed trunk road network in Wales. It is intended to offer two lots under this concession. Lot 1 would cover North Wales, primarily the route taken by the A55 from the English border to Holyhead on the Isle of Anglesey. Lot 2 would cover South Wales, primarily along the route of the M4 from the western end of the Second Severn Crossing to its western limit and also the high speed trunk roads intersecting with it.
