UK Polycyclic Aromatic Hydrocarbon (PAH) Monitoring

The Environment Agency on behalf of the Department for Environment, Food and Rural Affairs (Defra) and Devolved Administrations (DA) invite proposals to provide the Central Management and Control Unit (CMCU) and the Quality Assurance and Quality Control (QA/QC) for the UK Polycyclic Aromatic Hydrocarbons (PAH) Monitoring Network, from 1st March 2026 until at least 28th February 2029 with the possibility of two (2) separate one (1) year extensions (which are not guaranteed).
A mobilisation/handover will start up to three (3) months before the contract start date in line with the incumbent Contractor's Exit Plan.
This mobilisation period will be between 1st December 2025, with full responsibility being transferred to the successful contractor on 1st March 2026.
These handover periods are to allow the new Contractor time to get ready to take over the full operation of the network.
The Supplier will be responsible for the operation and management of the Authority's PAHs monitoring network sites and send to the Environment Agency's Monitoring Laboratories team for analysis.
The purpose of the PAHs Network is to determine the ambient concentrations of PAHs in the UK atmosphere through monitoring and chemical analysis to ensure the UK complies with the PAHs-related provisions of the UK's Air Quality Standard Regulations 2010, which incorporate the EU's 4th Air Quality Daughter Directive and the Air Quality Strategy PAHs Objective.
