Wolverhampton Children's and Young People's Activity Programme

Yo! Active is City of Wolverhampton Council Public Health initiative that removes cost as a barrier to participation and provides community-based physical activity opportunities for children and young people across Wolverhampton. The programme sits within the broader Yo! Wolves young opportunities offer and is designed to increase regular physical activity, improve health outcomes, and reduce inequalities by placing provision in accessible community settings and WV Active sites.

 

The primary objective of Yo! Active is to increase activity levels among children and young people while building skills, confidence, and social connections; the programme also aims to develop leadership and peer‑mentoring pathways so participants can progress into volunteer, youth‑worker or youth‑advisory roles. The programme targets residents aged 0-18 as the main cohort with extended eligibility up to age 25 for care leavers and young people with Special Educational Needs and Disabilities (SEND).

 

The programme was initially launched in December 2023 and provides a range of opportunities each week. There are two parts of the offer.

Part A: WV Active delivery - children and young people are able to access WV Active sites for swimming, court hire, youth gym and astro-turf hire for free.

 

Part B: Community based physical activity sessions - sessions are delivered across the week and the city to support children who are less likely to be active to move more. Activities include, skateboarding, snooker, netball, glow sports, nerf club, dance.

 

This opportunity is for Part B of the Yo! Active offer. This includes:

• Activity focused on children and young people who are fairly active and less active, (defined by Sport England).

• At least 20 hours of free physical activity per week.

• Activity is to be delivered all year round, including weekends and bank holiday delivery will be negotiated with provider.

• 15% of delivery for under 5's

• 15% of delivery for children and young people with special educational needs and/ or disabilities

• Delivery of a Yo! Active leadership and peer mentor programme and advisory panel.

• Evaluation and monitoring of the scheme.

• Ability to work with subcontractors to deliver activities.

 

The procurement procedure to be followed will be in accordance with The Health Care Services (Provider Selection Regime) Regulations 2023, No. 1348 - PART 2 - Regulation 11, The Competitive Process. Regulations 6(7) and 11 set out the process that the authority must follow when awarding a contract under the competitive process.
