Works at Swansea Bay Foreshore

The City and County of Swansea is seeking to appoint a Contractor to construct two single storey buildings on the foreshore. The buildings will be priced individually but tendered as one package.One building will be located opposite St. Helens Rugby/Cricket Ground on the Promenade (GFA 288m2). The other will be located on Knab Rock Car Park, Mumbles (GFA 94m2). A Pdf. of the anticipated floor plan of each building will be sent out with this SQQ. Works are likely to start in the Autumn 2011 and be complete for the Summer 2012. Access to both sites is extremely difficult. The sites are well used by tourists and members of the public all year round. Statutary Undertakings services to the St Helens Promenade project are to cross Mumbles Road, and Knab Rock Car Park is to be kept open at all times. Contractors must be able to evidence their capability to overcome such problems in the example contracts selected in Part Three of the SQQ. The Contractor will need to demonstrate that they have the technical capability and financial standing of fulfilling these roles in terms of size, organisational skills, previous experience, etc.. in keeping with the nature of the Works that they are tendering for. It is anticipated that from receipt of expressions of interest and submission of the SQQ, the Contracting authority may exclude an economic operator from those economic operators from which it will make the selection of economic operators to be invited to tender if the economic operator fails to satisfy the minimum standards required of economic operators by the Contracting authority of economic and financial standing or technical or professional ability. If firms satisfy the Council on these grounds, the SQQ will be scored and the highest scoring five firms will be invited to Tender.N.B. “Any supplier`s turnover in the last complete financial year submitted must be at a minimum level of £5 million for that year”. Any Supplier who cannot meet this criteria will be disqualified.The Tender that represents the most economically advantageous tender to the Authority will be successful. It will be awarded on a Quality /Price matrix. Details of the matrix and scoring mechanism will be included in the Tender documents. The Works will be Firm Price and the Tender will be based on a JCT Form of Contract.
