1.1 Background/Contract Description: North Hertfordshire District Council car parks are currently operated on a Pay and Display basis, the indicative lifespan of the equipment is limited and will need to be replaced in the next three to five years. The Council recognizes that Pay and Display may not always be the most appropriate system for charging, and therefore, it is timely to explore and review alternative methods of payment. NHDC is seeking to commission a comprehensive feasibility study outlining relevant alternative methods of parking payment the Council could consider investing in for its car parks across the district.
