CONTRACT FOR THE TECHNICAL ASSESSOR ROLE FOR THE WELSH ASSEMBLY GOVERNMENT COMMUNITY SCALE RENEWABLE

The Energy Saving Trust has been awarded a contract by the Welsh Assembly Government to provide project management and grant administration for the European funded Community Scale Renewable Energy Generation project.The aim of the project is to promote sustainable business growth and new business opportunities in relation to future environmental challenges and opportunities by enabling the establishment or further development of sustainable social enterprises based on new community scale renewable energy installations. This will be achieved through the provision of support for preliminary stages through grants to support feasibility studies and other costs; capital grants to support the installation of the renewable energy system and the provision of development support in the form of Technical Development Officers in locally based partners.The aim of the Technical Development Officer Service is to encourage the uptake and installation of renewable energy technologies by social enterprises by providing support, guidance and direction. The Technical Development Officers will be aiding the social enterprises to complete Capital Grant Applications. The Energy Saving Trust requires the services of a Technical Assessor to review applications received, prior to them being presented to a Steering Group.The Technical Assessor will help the programme by ensuring that high quality community renewable projects are developed and will be key to ensuring efficiency in the assessment and evaluation stages of the programme.The assessment made by the Assessor will heavily influence, but not make up the final decision as to whether an application will be granted.The contract will be for a period of three years with the possibility of an extension for a further two years and will commence on a date to be agreed.The commencement date for this work will not be confirmed until other aspects of the programme are finalised by WEFO, however we expect this to be during Q3 of 2010/11.
