North of England Commercial Procurement Collaborative (NOE CPC) previously issued a Prior Information Notice (PIN) under the Public Contract Regulations 2015 ("PCR 2015") on the 12/11/2024 (Notice reference: 2024/S 000-036643). This engagement has defined the scope and requirements for the re-procurement of the current framework agreement CPC Drive - Vehicle Leasing and Salary Sacrifice Scheme (NOE.0524). The re-procurement of the Framework is planned as follows: CPC Drive: Salary Sacrifice for Cars, Vehicle Leasing and Vehicle Hire: • Lot 1 - Salary Sacrifice and Lease Cars - Employee Contribution • Lot 2 - Lease of Vehicles up to 3.5 tonne • Lot 3 - Hire of Vehicles up to 3.5 tonne NOE CPC intend to issue a tender under the Procurement Act 2023 to establish a Framework following the competitive flexible procedure procurement route. Prior to issuing a Tender Notice (UK4) NOE CPC are issuing this Preliminary Market Engagement Notice (UK 2) to share with the market the intended framework terms and associated call-off terms. The Central Digital Platform is an online portal which will make it easier for suppliers to find and bid for contracts, and for buyers to meet their transparency commitments under the Procurement Act 2023. NOE CPC are seeking feedback from providers of salary sacrifice, lease and rental vehicles to the NHS and wider public sector on the intended framework terms and associated call-off terms, for the future re-procurement of the existing NOE CPC framework for Staff Benefit Salary Sacrifice for Cars Scheme (CPC Drive). Prospective tenderers will need to log in to the Atamis Health Family e-Commercial System - https://atamis-1928.my.site.com/login, and if not already done so, will need to register interest in the project under project reference (C319208), to view the documents referenced within this notice.
