Community Enterprise Networks (CEN) is an ERDF funded project which will contribute to the long term cultural change in communities, building enterprises in areas which have seen dramatic and continuous levels of decline in traditional industries.Time Banking Wales will lead Community Enterprise Networks ensuring it is adopted as a third sector led strategic regeneration programme. The project embeds innovative methodologies for growth into local communities, resulting in the establishment and progression of six Community Enterprise Networks in the Convergence area, addressing the development of Building Sustainable Communities (Priority 5). Community Enterprise Networks will advance long term regeneration benefiting the most deprived areas of Bridgend, Merthyr and Rhondda Cynon Taff thereby progressing Community Economic Development (Theme 2).The project will seek suppliers to develop and submit proposals which provide and support an enabling environment for local enterprise growth and establishment of social enterprises in disadvantaged communities. The project will be delivered through the issuance of six competitive grants; to one delivery agent in Bridgend, one delivery agent in Merthyr and four delivery agents in Rhondda Cynon Taff. The gross contract per delivery agent totals £330,670.98.The total amount of ERDF finance for each grant will be £203,362.65 (61.5%).CEN will be seeking services from suppliers who can provide match funding as an element of their delivery. The amount of match funding required per delivery grant will be £127,308.33 (38.5%).Delivery agent outputs will include: gross jobs created; individuals assisted to set up a new social enterprise; social enterprises created; organisations assisted; people accessing services; organisations adopting or improving equality strategies and monitoring systems; and organisations adopting or improving environmental management systems. Organisations will be expected to indicate the level of positive outcomes that they will be able to deliver.
