Descriptions
The H3 Housing Construction, Demolition and Remediation Framework is being developed to support public sector organisations in delivering high-quality and sustainable housing projects across the UK. The Framework will provide a comprehensive end-to-end solution covering design, enabling works, construction and completion for a wide range of residential schemes. Its scope includes traditional and 3D modular housing (both low-rise and high-rise), sheltered and supported accommodation, mixed-use developments, care homes, student accommodation, temporary accommodation, key worker housing, MOD accommodation and High-Risk Buildings. It will also incorporate enabling and preparatory services such as infrastructure works, site clearance, decontamination, remediation and demolition, as well as conversions, extensions and adaptations of existing buildings.
The Framework aims to appoint high-performing contractors who can demonstrate quality, innovation and value, while supporting market development, diversified supply chains and the reduction of whole-life costs. It will also encourage delivery approaches that contribute to national Net Zero ambitions, including increased use of 2D and 3D modern methods of construction and higher Pre-Manufactured Value (PMV).
Through this pre-market engagement, LHC Procurement Group seeks to gather supplier feedback to help shape the final structure, commercial model and technical requirements of the H3 Framework prior to commencing the procurement process.
Engagement
LHC Procurement Group is undertaking early market engagement to inform the development of the upcoming H3 – Housing Construction, Demolition and Remediation 3 Framework. This engagement aims to gather insight from contractors, modular manufacturers, demolition and remediation specialists, and wider supply chain partners to help refine the Framework structure, lot strategy, technical specification and commercial approach prior to procurement. The engagement will cover the full anticipated scope of the Framework, including new build traditional and MMC housing (low-rise and high-rise), conversions and adaptations, demolition and site clearance, ground investigation and remediation, and associated enabling works. Participants will have the opportunity to provide feedback on proposed workstreams, lotting, pricing approaches, KPIs, social value requirements, and any barriers to participation—particularly for SMEs and specialist providers. LHC will host a series of market engagement activities, including an online supplier webinar and optional one-to-one sessions. Suppliers interested in participating should register their interest through the portal to receive updates, event invitations and engagement materials.
