Invitation to Tender for PPC Advisory Support for Scottish Pig Producers

Quality Meat Scotland is the marketing and industry development organisation for the Scottish red meat industry. One of the major challenges facing larger pig producers is the requirement to comply with PPC regulations. There are currently 16 farms that hold a permit for PPC regulations as these farms fall above the required threshold. You are invited to submit a quote to deliver a package of advisory support for two years from 01st April 2024 to 31st March 2026 for producers that come under PPC. The following outlines the scope of work: Operator, site-specific -Completion of new PPC applications, variation forms and surrender forms (as required) -Completion and submission of SPRI reports for all producers (annually) -Completion of emissions reporting, using mass balance of nitrogen and phosphorus and emission factors (annually) -Completion and submission of 4-yearly reporting requirements for producers (systematic assessment of resource use and efficiency and assessment of measures) -Assistance with coordination of groundwater/soil monitoring methodology, sampling and reporting (as required) -Review of on-site plans including Odour, Noise, Incident Prevention & Mitigation Plans (as required) -Provision of practical advice to producers including assistance with Best Available Technique (BAT) and/or any SEPA inspection related issues (as required) -Assistance with PPC permit upgrade requirements from recent permit reviews, including SuDS BAT assessment and upgrade plans (as required) Industry-wide assistance -Liaison with SEPA intensive agriculture PPC team to ensure fair application of PPC regulations across the industry (ongoing) -Industry-wide assistance, focusing SEPAs BAT guidance document (ongoing) -PPC Intensive Agriculture meetings with QMS, SEPA, SPP and NFUS, as required (usually annually) -Update to QMS Pig Forum meeting (as required) Bids should include: -An explanation of your chosen approach to the project -Provision of site visits where required -A breakdown of fee structure for required work Invoices should be submitted quarterly and include a breakdown of the work completed during the period. Tenderers must include details of key staff to be used, examples of similar projects carried out and contact details for two referees. QMS reserve the right to check that your company is financially sound before contracting. All tenders will be treated with complete confidentiality and the decision will be taken based on best value for money and relevant experience. Bids to be submitted via Public Contracts Scotland (PCS) not later than 12.00pm on Friday 1st of March 2024, with contracts expected to start on the 1st of April 2024.
