Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to co-design, develop and deliver the Kirklees Intervention and Support Service ("KISS"), which will be developed through a Social Outcomes Contract potentially using a Social Impact Bond ("SIB") via collaboration with an investment partner.
It is expected that the investment partner will work with us to co-design and develop the intervention and support service, to improve outcomes and life chances for vulnerable people which will then reduce the likelihood of their future need to access costly crisis interventions.
To support this, we would like to gain information from the market regarding a number of issues related to the potential procurement exercise. Suppliers are therefore invited to consider the programme requirements detailed in this document and complete the attached questionnaire to give us feedback on the proposed approach.
The purpose of the KISS is to:
• payment for outcomes to deliver person centred support service for vulnerable people annually, aged 16+ who have vulnerabilities and support needs that may impact on their ability to live independently;
• be delivered by experienced, value driven, outcome focussed third sector providers;
introduce innovation in service design and delivery that secures better outcomes and life chances for Service Users; and
• provide safe, suitable accommodation, learning and employment and stability & wellbeing for our Service Users.
The strategic and operational drivers for developing KISS include:
• improving preventative services and outcomes for some of our most vulnerable and chaotic residents, to move towards more hopeful, healthy, socially connected and economically active lives;
• reducing the use of costly crisis intervention services across the public sector (in housing, social care, criminal justice, welfare and health), releasing resources to deliver cost effective preventative services;
• to drive innovation and test new ways of commissioning services by collaborating with investment and third sector partners - benefitting from our collective expertise, challenge and shared resources using a Social Outcomes Contract approach; and
• to provide a holistic, inclusive service. The annual contract value is £1.6 million and payment for outcomes will be paid using an agreed rate card.
