The study will provide the Cambrian Mountains Initiative with a comprehensive analysis for developing landscape scale sustainable development in the Cambrian Mountains range and surrounding areas. The study may provide several options regarding the development of a designated landscape either statutory or non-statutory, and should take into account physical, legal, economic, environmental and other constraints. The report will provide clear advice on which options are most viable, and where subsequent decision making will need to balance various factors against each other.The work should also highlight the potential risks involved in the project and any potential barriers to development. It will suggest where risk can be mitigated and highlight any issues that could prove insurmountable.Paying particular attention to European models, especially the Parcs Naturels Régionaux of France the study should also consider how financial benefits will be achieved from the project for those people residing and working within the designated area. Ideally the consultant should provide advice on a range of potential options for a model of designation, indicating the strengths and weaknesses of each.
