This procurement is being conducted by Greater East Midlands Commissioning Support Unit on behalfof NHS England. NHS England are responsible for commissioning Offender Healthcare across prisons inEngland. Prisoners are not typical of the general population with regard to their health needs as they have a disproportionately higher prevalence of ill health. The overall aim of the project is to procure integrated offender healthcare (primary care, mental health, substance misuse) which reflect the standards and quality of servicethey could expect to receive in the wider community. NHS England wishes to secure a contract with a prime provider who will either directly deliver or subcontract the full range of services required NHS England. The project deliverables are to: — Procure the service which meets the NHS England Health and Justice commissioning guidance and policy requirements; — Arrive at a preferred provider that is affordable and represents good clinical practice and value for money; — Complete the procurement to the timescales set down by the Commissioners. Service requirements are: — Information services, Screening; Diagnostics; Care and treatment; — Intermediate care; Rehabilitation; Symptom management; Pain control; — Integrated services; Entire Care Pathway; Part of a Care Pathway; — Disease management (specified disease); — Special needs group (specified); — Disability (specified); — At-risk group (specified); — Prisons and custodial institutions; — General medical practice; General dental services; Pharmacy; Optician services; — Liaison psychiatry; Counselling; Psychology; Behavioural intervention; Learning disabilities; — Mental health; Alcohol misuse; Substance misuse; Sexual health; Therapies/PSTM/PAM; — IM&T support; — Inpatients; — Nursing services (specified by speciality); Pain management; — Optometry; Orthotics; Physiotherapy; Podiatry; — Nursing services (specified by speciality); Immunisation and vaccination; Smoking cessation; Diagnosis andinvestigation; Screening; Prevention, education and information; Epidemiology. The Contracts will be for 5 years with the option to extend for a further 2 X 12 months. The contract values expressed are for the 5 year contract duration the requirement is split into the following lots: Lot 1 — Staffordshire — HMPYOI Swinfen Hall; — HMPYOI Werrington; — HMP Drake Hall. Lot 2 — Featherstone: — HMP Featherstone; — HMP Oakwood; — HMPYOI Brinsford. Lot 3 — Worcestershire: — HMP Hewell; — HMP Long Lartin. Bidders may apply for 1, all or any of the lots.
