Please note that to respond to this Speculative Notice, suppliers must complete the attached supplier ‘registration of interest’ questionnaire and email to refitcymru@gepenv.co.uk with the Subject ‘Vale of Glamorgan Council Re:fit: Sell2Wales response’ by the date indicated in this notice being September 15th 2017.Re;fit Cymru Background Information.The Re:fit Cymru public sector programme is funded by the Intelligent Energy Europe programme of the European Union, administered by the ELENA Fund of the European Investment Bank and the Welsh Government. Re:fit Cymru makes available a tailored package of support to public sector clients for the delivery of their Re:fit projects, from a Welsh Government appointed Programme Implementation Unit (PIU).Re:fit is an OJEU compliant UK framework and is a smart, cost effective and fast way for public sector bodies to improve the energy & water efficiency and generate revenue from their estate, by the retrofitting of energy & water efficiency measures, energy generation systems or using optimisation services.The Re:fit Cymru process involves Welsh public sector bodies running a Mini-Competition procurement which invites proposals from sixteen pre-procured specialist contractors (Framework Service Providers). Energy and Water conservation measures are subsequently delivered through ‘guaranteed savings energy performance contracts’ by the successful Service Provider.These sixteen Service Providers are encouraged to seek support from the local supply chain during tendering and Project delivery.Further information about the Re:fit Cymru programme can be obtained by viewing the website at http://gov.wales/refitcymru.This Speculative Notice provides information about a forthcoming Mini-Competition opportunity for Vale of Glamorgan Council (the Contracting Authority) which is expected to be launched by late September 2017.The Mini-Competition is only issued to the 16 pre-qualified Re:fit Framework Service Providers and only they can respond to it.The Project capital expenditure for the first phase of this Re:fit opportunity is expected to be in the order of £850,000 to £1.2m, with further phases of Re:fit work expected to follow. This programme of works will predominantly be made up of energy & water conservation and generation measures across a range of corporate buildings, schools, leisure buildings and community / social care buildings.Vale of Glamorgan Council is planning to appoint a Service Provider (contractor from the Re:fit Framework) during the last Quarter of 2018, to ultimately deliver a range of energy and water efficiency projects across a significant proportion of its public buildings. The Council has identified approximately 25 buildings for a Re:fit phase 1 (2018/19 delivery) programme, with subsequent phases planned to follow.The Contracting Authority is keen to explore the potential for a range of energy and water conservation measures including but not limited to the following:Variable speed drives, radiator valves, equipment timers, boiler / HVAC plant replacement and controls, lighting/luminaire and controls upgrades, water conservation measures, auxiliary equipment upgrades, metering upgrades, solar PV/thermal, building fabric improvements (roof and window replacement), fuel cell and CHP technologies etc.The Re:fit Cymru PIU are now inviting expressions of interest from suppliers who can provide a range of supply and or installation and or commissioning services covering the full range of building services, water conservation, electrical infrastructure, building fabric renewables and heating / cooling systems etc. These types of services will not be procured directly by the Contracting Authority, but by the successful Service Provider on completion of the Mini-Competition process.Interested suppliers are requested to complete and submit the attached questionnaire no later than September 15th 2017, to guarantee that the information will be considered for this phase Refit opportunity. Companies that have previously submitted Expressions of Interest for similar Re:fit Mini-Competition announcements, and are interested in this specific opportunity, must resubmit a separate completed questionnaire to be considered for this opportunity.Please also note that only the supplier contact details included in the returned questionnaire will be circulated to the Service Providers as part of this Mini-Competition process.Once the Mini-Competition project brief has been issued to the Re:fit Framework Service Providers, it is then up to the discretion of these Service Providers to determine which suppliers will be contacted to provide support during the tendering and implementation phases of the project. There is no guarantee that supplier contact detail inclusion within the Mini-Competition Invitation to Tender (ITT) will result in direct business for suppliers from any of the 16 Re:fit Framework Service Providers.Re:fit Cymru actively encourage the Service Providers to seek support and provide project opportunities to as much of the local Wales and regional supply chain as possible.
