Brief Description of Requirement The purpose of this work is to help Government understand and compare potential business models that could enable low carbon hydrogen production to be deployed at scale from the 2020s for use across the energy system in line with our new net zero target. The work will build on the hydrogen section of the CCUS business models consultation which was published in July 2019. The consultation has informed the design of this research project and will need to be considered when contractors are carrying out the work. The consultation outlined the main challenges a business model for hydrogen production would need to overcome, and suggested a range of potential approaches which could address those challenges. The consultation invited opinions on these challenges and potential remedial approaches but did not identify or evaluate any specific business models. The objectives for this research project are to: •Further develop our understanding of the main challenges a business model for low carbon hydrogen production at scale would seek to address. •Identify a range of business models that could address the challenges identified. •Explain the interactions between different business models for hydrogen and the wider value chain, including the potential for any unintended consequences. •Evaluate the effectiveness of different business models in addressing the challenges identified. •Identify which business models should be subject to further, more detailed analysis and consultation.
