Software package and information systems. The Defence Information Services Team (DIST), part of the UK Ministry of Defence, intends to place a 5 Year contract with Mekon Ltd to provide continued maintenance and development services for ‘Crew’ software: it is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Article 31(1)(b) Directive 2004/18/EC (Regulation 14(1)(a)(iii) Public Contracts Regulations 2006) based on exclusive rights and for technical reasons. Only Mekon Ltd currently has access to the source code and the specialist knowledge which is required to provide this requirement and ensure that safety and airworthiness requirements are met.
