The purpose of this PIN is to alert potential providers to a proposed online, informal market testing event. The market engagement event will seek to obtain provider input into shaping the future commissioning of a flexible procurement system (FPS). It is intended that the FPS will provide compliant route to market for procurement activity in relation to future funding streams to support GMCA’s work and skills vision for Greater Manchester. We want to see an employment and skills system in Greater Manchester where young people will leave the education system with the knowledge, skills and attributes they need to succeed; where working-age adults who are out of work or who have low levels of skills will have access to the support they need to enter and sustain employment and where all adults have the chance to up-skill and progress in their careers. Procured provision will form a crucial part of our approach to delivering GM’s objectives. The FPS will provide a compliant route to market and fulfil the following overarching objectives: • to create a single procurement system that allows easier and quicker commissioning of work and skills activity by GMCA; • to minimise the timescale for procurement activity for GMCA; • to reduce confusion and administration whilst creating opportunities for a wider range of providers to bid for GMCA commissioned activity. The purpose of the informal market engagement event is seek provider input into how best to shape the procurement in order to achieve our objectives and ensure the final procured FPS is fit for purpose, sustainable and futureproofed its duration.
