The OPCC is seeking views on the proposed approach for its upcoming procurement for IOM services (please see section VI) for the feedback we are seeking). Integrated Offender Management (IOM) is a multi-agency approach to managing offenders (Service Users) whose crimes cause damage and harm locally and who meet a pre-determined IOM criteria. The commissioned service seeks to reduce re-offending and provide wrap around support to a cohort of IOM Service Users who are vulnerable to substance misuse. The service should be delivered through a strengths based, trauma responsive approach based upon the seven pathways of offending. IOM aims to reduce re-offending and research has shown that the best way to do this is to adopt a holistic approach that targets support around the seven pathways of offending. The seven pathways of offending are defined by ‘NOMS’ as: • education, training and employment, • accommodation, • health, • drugs and alcohol support services, • finance and benefits, • children and families support services, and • attitudes, thinking and behaviour. The value of GBP 3 275 500 is across 10 years. GBP 327 500 per annum based on GBP 200 000 per year for IOM Community Support and GBP 127 500 per year for IOM Accommodation. This commissioned service has two parts: 1) IOM Community Support including any required assessments (there have been no requests for a required assessment in the last 12 months); and 2) IOM Accommodation (provided by the Service Provider, offering at least 20 bedrooms and accommodating at least 30 service users per year.
