Developing Markets Infrastructure Programme (DMIP)

DFID expect to undertake a procurement process for design and delivery of the development markets infrastructure programme (DMIP). DMIP was announced at the UK-Africa Investment Summit in January 2020, as part of the UK’s commitment to support high-quality, sustainable infrastructure. It will improve the quality and affordability of public sector infrastructure and improve value for money in public sector infrastructure procurement. It will achieve this through: (i) technical assistance to support governments in procuring infrastructure, by helping run open competitive tenders and enhancing governments’ capacity to negotiate transactions and to improve project quality; and (ii) grants to reduce the cost of public sector borrowing to finance high-quality public sector infrastructure to fuel economic development, create jobs and provide critical infrastructure services to poor people. DMIP will primarily support countries that have limits on borrowing on commercial terms because of IMF or World Bank restrictions on their borrowing in order to maintain sustainable debt levels or those who cannot afford the higher cost of quality infrastructure. It will enable bidders from any country that do not benefit from other concessional finance to compete for public sector infrastructure projects in developing countries. DMIP will only support businesses that meet high-quality standards and robust environment, social and governance and transparency requirements. There will be an online early market engagement event held on 10 Note, there are two elements of registration which must not be confused with each other: 1) suppliers register their interest for the DMIP opportunity on the DFID supplier portal to ensure they receive all communication and updates (this is not registration to attend the event): 2) there is a survey link in the questions section which contains the link to register to attend the EME event.
