Fixed Electrical Inspections and Testing

Descriptions

The contracting authority will require contractors to carry out fixed electrical inspections, testing, remedial works and a programme of smoke alarm replacement/installations within the geographic locations identified herein. The works are currently being undertaken by the contracting authority's direct labor organisation (DLO), however, suitably experienced and qualified contractors are now required to support the DLO in achieving the requirements of the 5-year fixed electrical inspection programme. As a landlord the contracting authority operates within the context of regulatory legal frameworks which include Management of Health and Safety at Work Regulations (Northern Ireland) 2000, Health and Safety at Work (Northern Ireland) Order 1978, Electricity at Work Regulations (Northern Ireland) 1991 and IET Wiring Regulations, BS7671, 2018. A total of approximately 29 100 properties are expected to be completed by the successful contractors. The completion programme will be reviewed on a monthly basis. The successful contractors may be required to complete at least 13 property's per day. An inspection and test of the electrical installation in each property will be completed in accordance with BS7671 (IET Wiring Regulations) and all necessary repairs will be completed and any non-compliance issues will be made good (by disconnecting any dangerous electrical fittings). Smoke detectors which have already achieved or will achieve a 10-year life within the next 5 years are expected be replaced. An electrical installation and test certificate/report will be provided electronically and uploaded onto the contracting authority’s I.T. system. This therefore means successful contractors will be required to interface with the contracting authority's I.T. system in order to receive task orders and to satisfy compliance requirements. Where tenant installed or installations adjusted by the tenant are identified, the contractors will still inspect, test and make safe (if necessary) but complete and submit a report recommending any remedial repair work. It is anticipated the initial contract period will be for 3 years with the option to extend up to a further 2 years or part thereof. Economic operators may bid for a maximum of three lots and can win two lots. Details of the award sequence will be provided within the ITT. The price list is expected to be based on the NHFM3. The form of contract is expected to be NEC3 — term service short contract. Economic operators may need to provide their ISO 9001 certificate, upper tier waste carriers license and NICEIC certification for evaluation at the time of tender. Economic operators will need to provide details of two example contracts demonstrating experience off undertaking fixed electrical inspections, testing, remedial works and smoke alarm installation/replacement in the 7 years before the tender submission deadline. These may be ongoing but must have started at least 18 months before the tender submission deadline. Both examples must be in the context of multiple occupied or unoccupied, domestic properties. Experience may need to demonstrate how you managed a programme work to meet the client's deadlines, had your performance managed and how you minimised disruption to the customer. This is not a definitive account of the selection criteria and is subject to change.
