Highways England is the government owned company charged with operating, maintaining and improving England's motorway and all-purpose trunk road; network the ‘Network’ highways England's existing essential pavement management system (Highways Agency Pavement Management System — HAPMS) is the companys’ prime pavement asset information system, which stores Network level condition and inventory data. We carry out a number of Network wide condition surveys each year; once assured and stored are used to measure our performance against a number of indicators and supports the development of pavement renewal and maintenance programmes, ensuring the asset remains safe and serviceable for customer use. Highways England intends to procure a single contract to provide the second-generation Pavement Management System (PMS) to support the effective and efficient management of its pavement asset.
