CCC wish to develop a new heritage building to house various artefacts discovered during the archaeological works as part of the upgrade and improvement works to A14 by Highways England and Northstowe mixed-use development by Homes England, and the existing RAF Oakington collection currently housed in Longstanton. The project aims are as follows: •To provide Cambridgeshire County Council & Northstowe Heritage Group with a new distinctive building to showcase the finds and artefacts from excavations, •To portray the history of Longstanton and RAF Oakington and surrounding area, •To provide a venue for public heritage related activities, •To form a focus for the new community in Northstowe, •To act as a broader culture and arts centre with a heritage bias which can eventually link in with other community centres as and when developed, •To cater for school visits and archaeological activities on site, •To offer promotional opportunities for all parties, •To act as a flagship venue for major heritage presentations in Cambridge, •Where possible, to showcase through the building design, approaches to be explored across the wider Northstowe development (i.e. good quality materials, SUDs, landscaping and public realm, prefabrication techniques etc.), •To promote environmental sustainability (i.e. adopting less wasteful construction practices such as off-site construction, passive environmental sustainability measures etc.). The proposed form of the building will be delivered utilising re-purposed shipping containers and it is to this specific segment of the market that this tender is directed at. Variants/ other options/ other forms of MMC have previously been reviewed at feasibility stage with the Shipping container option being preferred. The client partners are therefore requesting tenders from suitably qualified and experienced providers in this specific field. This process is a 2-stage process. The first stage will be to make an appointment of a contractor/ supplier who will ultimately serve as Principal Contractor to work with the client team and their advisors to develop the proposals further completing RIBA Stage 3 and 4 under a pre-construction services agreement. The successful tenderer will supplement the client team with their own technical designers including architecture, mechanical and electrical design, structural/ civil engineering, surveying and landscape design. The second stage will be for the successful tenderer to take the outputs of RIBA Stage 4 work and competitively tender the works through their supply chain with the purpose of presenting to the client a guaranteed maximum price for the works. Once approved, the supplier/ contractor will complete any design, procure and build the new facility.
