The scope of this specification is to set the minimum requirement for fire-fighting vehicles to enable them to perform the tasks required of them. The specification should be read in conjunction with any national regulations in force for vehicles using the public highway and with any EU Directive and Standards in force relevant to vehicles and their equipment. This specification applies to an Emergency Tender Appliance where speed of response is of paramount importance. The vehicle will be required to respond to emergency situations, therefore the vehicle must be provided with suitable safeguards to permit immediate running under load, at high revolutions within the extremes of temperatures found in Ireland.For the purposes of this specification an emergency tender appliance is a vehicle incorporating a large volume of storage for specialist road traffic accident call outs. The total weight of the emergency tender appliance with equipment and crew must be within the permitted axle loading and gross vehicle weight and in addition should be within 90% of the designed spring/suspension capacities. Tenderers should consider that the vehicle will remain fully laden at all times.Kilkenny Fire and Rescue Service will only accept an emergency tender appliance that meets in full the requirements of this specification. Vehicles that deviate from this specification but can be shown to have equivalent performance and are suitable for its proposed purpose may be considered. The final decision on the suitability of such vehicles rests with the Chief Fire Officer. The successful tenderer shall provide all necessary tests to demonstrate compliance with the specification to the satisfaction of Kilkenny Fire and Rescue Service’s Chief Fire Officer. Where a tenderer proposes the use of equipment as equivalent to specified branded equipment they shall satisfy the Chief Fire Officer that such equipment is in fact equivalent in all material respects.The Chief Fire Officer shall be regarded as the final Aut
